A note from the Councillor

Hello Ward 13

The sun is shining bright as we start June with a burst of hot summer weather. And when it gets warm, you need to stay sun safe. By wearing protective sunscreen and clothing, making sure you stay hydrated, and taking a cooling break whenever you need one, you can ensure that time spent outside is both enjoyable and safe. Our city’s spray pads are open and ready to cool off your family between 9AM and 9PM every day. 

And with these dry, hot conditions in London and surrounding area, please do your part to prevent any accidental fires from starting. Keep an eye on your BBQ and your fire pits, and follow the open fire regulations at all times. Let’s keep each other safe, have fun, and get excited for the start of London’s summer festival season!

Update: Health and Homelessness Summit: Whole of Community System Response Plan

Whole of Community System Response

The primary focus of the plan is establishing a network of 12-15 hubs across the city. These hubs will offer a range of services in an integrated, multi-agency and interprofessional model, that is population-specific to meet unique demographic and care needs, supported by one central phone number for referral, and designed to ensure timely and direct pathways to housing.
 
The plan emphasizes high support housing with 24/7 on-site care available. 100 units of highly supportive housing are targeted for completion this year, growing to 600 highly supportive housing units over the next three years.

Whole of Community Response – Fund for Change.

  • Seeded by the generous and historic gift of $25 million from an anonymous London family, who also committed an additional $5 million in matching dollars.
  • Since the announcement, over 250 Londoners have donated an additional $1,000,000; with matching dollars, the total raised so far exceeds $27,000,000. 
  • Our short-term goal is to raise the next $4,000,000 and leverage the matching dollars, giving our municipal leaders the boost they need when lobbying senior levels of Government.

Update:
At the 16th meeting of the Strategic Priorities and Policy Committee, Council Approved Indwell Community Homes to deliver a Supportive Housing Model pilot project at 403 Thompson Rd, which will provide 44 of the 100 highly supportive housing units targeted through the Whole of Community System Response for delivery this year. 
2023 Final Property Tax Bill Update
Final 2023 property tax bills for all property classes should be received shortly.  Approximately Anyone on the pre-authorized payment plan will receive notices later in June.
As identified in the attached brochure, there is a 2.73% increase in total taxes including
education in the residential class for 2023.   The brochure indicates that there is no
reassessment being phased in in 2023 and therefore the 2.73% increase will apply
uniformly to all properties in the residential class.
The dollar amount of the tax changes for each individual property in the residential
assessment class is explained in detail on each bill.  At the bottom of the first page of
the bill there is a section titled “Explanation of Tax Changes (2022-2023)”.   In this area
the tax change on each property is analyzed into the following categories in the manner
specified by the Province:
  1. Municipal levy change
  2. Provincial education levy change
  3. Tax change due to reassessment
Since there is no reassessment or change to education rates in 2023, the entire tax
change is a result of the Municipal levy change in 2023.

Status: Comprehensive Review of The London Plan

The City of London is undertaking a Comprehensive Review of The London Plan, which will include a land need review and a policy review of The London Plan.

  • To conform with Provincial Plans
  • To ensure London has designated sufficient land to accommodate the long-term growth of the city
  • To ensure London has policies that implement the Key Directions and Vision of The London Plan.

Infrastructure Projects 2023 – Ward 13
Rapid Transit Construction Update
Wellington Street (Wellington Gateway Phase 1 and Downtown Loop Phase 3)

Temporary traffic signals have been activated at the Wellington Street and York
Street intersection. Thank you for your patience during the recent overnight closure
on Wellington Street between King and Horton Streets, which was required for the
temporary traffic signals work.

Work completed:
  • Completed removals of topsoil from the east boulevard between South Street and Grey Street
  • Completed test pit investigation along Wellington Street to determine if sub- drains are required for the centre island
  • Continued excavation of the east side of Wellington Street, required to widen and build the new roadway from South Street to Simcoe Street
  • Removed and replaced existing sanitary manhole located on the east side of Wellington Street
  • Started installation of new sanitary sewer from new sanitary manhole
Traffic update:

Traffic has been flipped between York Street and King Street to channel drivers
through this area using the east side lanes of Wellington Street, while crews work
on the west side for the next few months.

Work ahead:

Wellington Gateway Phase 1
  • Install sanitary sewer near Thames and South Streets
  • Installation of new curb
  • Install new underground hydro infrastructure
Downtown Loop Phase 3
  • Place traffic control along the west side of Wellington Street between York and King Streets
  • Begin asphalt and concrete removals in the King to York block
  • Continue traffic signal work
Downtown Loop Phase 2 (Queens Avenue and Ridout Street)

Most of the new sidewalks have been placed on Ridout Street North from King
Street to Fullarton Street.

The traffic lights at the King, Ridout and Dundas intersections have been switched from the temporary poles to the permanent infrastructure.

Over the next two weeks, crews will complete pouring concrete in some areas
along this section of Ridout Street North. 

Work completed:
  • Completed removals on the north lane of Queens Avenue between Richmond Street and Talbot Street
  • Installed permanent street lights on Ridout Street North from King Street to Queens Avenue
  • Poured concrete for new bus platform
  • Completed traffic signal switch from temporary poles to permanent infrastructure
  • Replaced Hydro duct infrastructure near the Queens and Richmond intersection
  • Placed curb, and utilities and street light conduit on the north side of Queens between Clarence and Richmond Streets
Work ahead:

Crews are scheduled to complete the installation of the sidewalk on Ridout Street North and Queens Avenue (west of Talbot), as well as completing the switch over of street lights and traffic signals.

Road subgrade and granulars will be placed on Queens Avenue between Clarence Street and Wellington Street, and installation of the Beaver wall will be begin.
